Twenty nine of the 41 files carry enough closed complaints to be ranked. The other twelve are excluded for thin volume and are listed as unranked rather than placed at the bottom, because a file with nine complaints tells you almost nothing about a complaints process. This table asks one question: when something goes wrong, what happens next.

What the ranking measures

Three inputs, fixed weights, published in full. Unresolved share at the cutoff carries 50 percent. Median days from filing to recorded resolution carries 30 percent. Reopen rate, meaning complaints closed and then reopened by the same reader within 60 days, carries 20 percent.

Nothing else enters the score. Not game count, not bonus size, not payment methods, not commercial terms. An operator that pays this site more does not move, and an operator that pays nothing is ranked on the same three columns as everyone else.

The qualifying threshold is 20 closed complaints in the twelve month window. It is set at 20 because below that a single slow file swings a median by more than a week.

The spread across the table

The top ranked file in this cut records 3 percent of complaints unresolved at the cutoff, a median of 4 days to resolve, a reopen rate of 2 percent, and zero regulator actions. That record is clean and the table says so plainly.

The bottom ranked qualifying file records 44 percent unresolved, a median of 61 days, and a reopen rate of 19 percent. Between those two ends the distribution is uneven: eleven files sit under 10 days median, nine between 10 and 20, and nine above 20.

The worked example file at places ninth of 29 on 63 complaints filed, 7 unresolved, a median of 11 days and a reopen rate of 6 percent. Its enforcement field reads zero.

What moves an operator down

Two behaviours account for most of the movement between quarterly cuts. The first is a document request issued after a withdrawal is requested rather than before, which lengthens the median and raises the unresolved share at the same time. The second is closing a complaint on an operator side note without the reader confirming it, which shows up later in the reopen column.

Movement is published as movement. Where a file rises or falls more than five places between cuts, the table carries the previous position and the date of the previous cut beside it.

No operator is told its position in advance of publication, and no operator has been given an embargoed copy of this table.

What this table is not

It is not a recommendation to open an account, and it is not a quality judgement on anything other than complaint handling. An operator can rank well here and still hold terms a reader dislikes.

It is also not the front page. The register at [/](/) leads on what is still open, because the count of unresolved files is the more honest headline number. This ranked view exists because readers ask for one, and it is built from the same register with the method published at [/standards/](/standards/).

Operators with no complaint file are absent from this table and from the site. That is a rule, not an oversight.
